نبذة مختصرة حول مشروع "معالجة الدوافع الاقتصادية للهجرة غير الشرعية"

مشروع "معالجة الدوافع الاقتصادية للهجرة غير الشرعية" الذي ينفذه المجلس القومي للمرأة بالشراكة مع الاتحاد الأوروبي هو مشروع يستهدف المرأة التي تعول أسرتها وتبحث عن فرص لزيادة دخلها ودخل أسرتها، وذلك لحماية الأسر والشباب الباحثين عن فرص عمل من أخطار الهجرة غير الشرعية عدد من المحافظات المعروفة كونها مصدرة للهجرة غير الشرعية.
ويهدف المشروع إلي العمل علي توفير بديل للهجرة غير الشرعية من خلال التشجيع على تنمية المشاريع وإيجاد فرص عمل للمرأة والشباب بمحافظات البحيرة والغربية فى الدلتا، الأقصر والمنيا فى صعيد مصر علي وجه التحديد.
سيتم من خلال المشروع تنفيذ برامج متكاملة حول التدريب المهني وريادة الأعمال وكذا إنشاء حاضنات أعمال/وحدات إنتاجية وكذا وحدات خدمات تنمية الأعمال فى كل محافظة من أجل تعزيز الاستدامة ومواصلة أنشطة المشروع بعد انتهائه. بالإضافة إلي بناء روابط وشراكات مع القطاع الخاص والشركات للعمل على تلبية احتياجاتهم من الموارد البشرية المؤهلة، علاوة على ذلك فإن المشروع سيعمل علي دعم الشركات الناشئة وأصحاب المشروعات المتناهية الصغر والصغيرة والمتوسطة القائمة من خلال تقديم حزمة من الخدمات المختلفة عبر فـروع المجلس القومي للمرأة وخدمات تنمية الأعمال وحاضنات الأعمال/الوحدات الإنتاجية بالمحافظات.
كما سيعمل المشروع على إنشاء ملتقى لرائدات الأعمال الهدف منه هو ربط رائدات الأعمال وأصحاب المشاريع ببعضهم وبسوق العمل والمؤسسات المعنية وجمعيات سيدات ورجال الأعمال.
ولأهمية عنصر رفع الوعي، سيتم تنفيذ أنشطة توعوية لتسليط الضوء على المخاطر المرتبطة بالهجرة غير الشرعية، بناءً على الجهود السابقة حملات المشروع من حملات التوعية الناجحة التي يقوم بها المجلس القومي للمرأة كحملات "التاء المربوطة" و"طرق الأبواب". 
ويأتي مشروع "معالجة الدوافع الاقتصادية للهجرة غير الشرعية" استكمالًا للجهود الوطنية في ضوء تبني مصر استراتيجية متكاملة للقضاء على الهجرة غير الشرعية، حتى أصبحت نموذجًا دوليًا ناجحًا في مكافحة الهجرة غير الشرعية، وسط إشادة دولية بتعامل الدولة المصرية مع هذا الملف، في ظل حرصها على الالتزام بالاتفاقيات الدولية، حيث نجحت في وقف تدفقات الهجرة غير الشرعية، بالإضافة إلى ذلك نجحت مصر في ضبط حدودها البرية والبحرية. كما حرصت مصر على تدريب وتأهيل الشباب بالتعاون مع عدد من وزارات ومؤسسات الدولة، بجانب التعاون مع الشركاء الدوليين لتحقيق أهداف التنمية المستدامة.

 

 

Addressing the Economic Drivers of Irregular Migration

Project Brief 

 

The “Addressing the Economic Drivers of Irregular Migration” project implemented by the National Council for Women (NCW) in partnership with the European Union (EU) is a project targeting female heads of households, who are seeking income-generating opportunities, in order to protect families and youth seeking employment opportunities from the dangers of irregular migration (IM) in a number of exporting governorates of IM.

The project aims to provide an alternative to irregular migration through enterprise development and work opportunities for women and youth in Beheira and Gharbia Governorates in the Delta, and Luxor and Minya Governorates in Upper Egypt.

Through the project, comprehensive programs on vocational and entrepreneurship training will be implemented, as well as the establishment of incubator/ production units and Business Development Service (BDS) units in each governorate to ensure sustainability of the activities after the end of the project, in addition to building linkages and partnerships with the private sector and businesses to meet their required needs of qualified human resources. Moreover, the project will support startups and owners of existing Micro Small & Medium Enterprises (MSMEs) by providing a package of various services through BDS units established at NCW branches along with incubation facilities and production units in the governorates.

The project will also establish a Women Entrepreneurs Network, whose aim is to connect women entrepreneurs and business owners with each other, as well as with the labor market, relevant institutions, and associations of women and businessmen.

Due to the importance of the awareness-raising component, awareness-raising activities will be implemented to highlight the risks of irregular migration, based on NCW existing successful outreach campaigns; “Taa Marbouta... the Secret of your Power”, and “Tarq El Abwab” (Knocking doors).

The “Addressing the Economic Drivers of Irregular Migration” project comes as a continuation of the national efforts in light of Egypt’s adoption of a national Strategy to Combat Irregular Migration, until it became a successful world model in combating IM, amid international praise for the Egyptian state in handling this file, in light of its keenness to abide by international agreements. Egypt has succeeded in stopping irregular migration flows as well as controlling its land and sea borders. Additionally, Egypt has been keen on training and qualifying youth in cooperation with ministries and State institutions, as well as cooperating with international partners to achieve Sustainable Development Goals (SDGs).
