      نظم المجلس القومي للمرأة ورشة عمل حول تفعيل نظام الإحالة بين المجتمع المدنى والجهات المعنية بمناهضة العنف ضد المرأة وذلك بالتعاون مع صندوق الأمم المتحدة للسكان والتي استمرت على مدار يومين في محافظة الاسكندرية .

     شارك في الورشة ممثلى الجمعيات الأهلية التى تقدم خدمات للمرأة المعنفة والقائمين على ادارة وحدات الاستجابة الطبية بالمستشفيات الجامعية (وحدة المرأة الآمنة) ونخبة من أساتذة الطب والطب الشرعي وأعضاء هيئة التمريض ووزارة التضامن الاجتماعى واداره حقوق الانسان و المرأة و الطفل بوزارة الداخلية ومكتب شكاوى المراة بالمجلس القومى للمرأة .

      أكدت الدكتورة أمل فيليب - المستشار الصحى لوحدة مناهضة العنف ضد المرأة بالمجلس على أهمية اللقاء فى تفعيل نظام احالة جيد للمرأة المعنفة بمشاركة المجتمع المدنى، مشيرة الى أن اللقاء يعطى فرصة لتبادل الخبرات وتقييم لأداء كل مقدمى الخدمات الأساسية للمرأة المعنفة. 

     واستعرضت الاستاذه منى الغزالى – المنسق الوطنى لوحدة مناهضة العنف ضد المرأة بالمجلس حزمة الخدمات الأساسية للمرأة المعنفة ونظام الإحالة مشيرة إلى أهمية التنسيق كأحد المكونات الأساسية لضمان جودة الخدمات المقدمة من القطاع الصحى والقانونى والاجتماعى .

وعرض المستشار احمد النجار – المستشار القانونى لوحدة مناهضة العنف بالمجلس تعريف العنف ضد المرآة وفق الاتفاقيات الدولية وما نص عليه الدستور المصري من التزام كل مؤسسات الدولة بحماية المرأة من كل اشكال العنف والتمييز كما استعرض أهم جرائم العنف ضد المراة وايضاح الفوارق بينها، وعرض التعديل الوارد على مواد تجريم الختان.

وعرضت الدكتورة دينا شكرى – أستاذ الطب الشرعى بالقصر العينى دور القطاع الصحي في تقديم خدمات طبية ذات جودة للنساء اللاتي تعرضن للعنف من خلال وحدات المرأة الآمنة بالمستشفيات الجامعية وأهمية الورشة فى التشبيك مع الجمعيات الاهلية و التعرف على الخدمات المتاحة سواء دعم نفسى أو قانونى أو اقتصادى.

كما أوضح الأستاذ أحمد جمعه المحامى بمكتب شكاوى المرأة بالمجلس بداية انشاء المكتب، وأشار الى اختصاصات المكتب و نطاق عمله وتقديم الدعم النفسى والقانوني والاجتماعى للشاكيات. 

وأوضح العقيد عمرو عطا الله بقطاع حقوق الانسان بوزارة الداخلية ان الوزارة استحدثت كيانات شرطية متخصصة بمتابعة جرائم العنف ضد المرأة الجزء الاكبر من العاملين بها من العنصر النسائى لضمان وكفائة الاجراءات القانونية وتقديم أوجة الدعم المختلفة للمجنى عليهن.

وأشارت الاستاذه نفين عدلى ممثل وزارة التضامن الاجتماعى الى مراكز الاستضافة التى تستقبل المرأة المعنفة واجراءات استقبال السيدات والخدمات المقدمة سواء دعم نفسى واجتماعى والاستشارات القانونية، كما أشارت الى زيادة عدد المراكز لتصبح عشرة مراكز والاستعداد لفتح مركز أخر بمحافظة سوهاج .

وخرجت ورشة العمل بعدة توصيات التى تتضمن ضرورة تسليط الضوء على الخدمات التى تقدم للمرأة المعنفة من خلال حملات توعية بالخدمات المقدمة فى وحدات المرأة الآمنة بالمستشفيات الجامعية، وضرورة استمرار التنسيق والتشبيك بين جميع الجهات المعنية بمناهضة العنف ضد المرأة .

The National Council for Women organized a workshop on activating the referral system between civil society and authorities concerned with combating violence against women, in cooperation with UNFPA, which lasted for two days in Alexandria.

The workshop was attended by representatives of NGOs that provide services to battered women and those in charge of managing medical response units in university hospitals (Safe Women’s Unit), a group of professors of medicine and forensic medicine, members of the nursing staff, the Ministry of Social Solidarity, the Human Rights Department, Women and Child Department of the Ministry of Interior and the NCW’s Women’s Complaint Office.

Dr. Amal Philip – Health Advisor of NCW’s Anti-Violence against Women Unit stressed the importance of the meeting in activating a good referral system for battered women with the participation of civil society, noting that the meeting gives an opportunity to exchange experiences and evaluate the performance of all providers of basic services for battered women.

Ms. Mona Al-Ghazali, the national coordinator of NCW’s Anti-Violence against Women Unit stressed, reviewed the package of basic services for battered women and the referral system, and noted the importance of coordination as one of the main components to ensure the quality of services provided by the health, legal and social sectors.

Counselor Ahmed Al-Najjar - Legal Advisor to the NCW’s Anti-Violence against Women Unit presented the definition of violence against women according to international conventions and the obligation of all State institutions, under Egyptian constitution, to protect women from all forms of violence and discrimination. He also reviewed the most important crimes of violence against women and clarified the differences between them, in addition to presenting the amendment in articles criminalizing FGM.

Dr. Dina Shoukry, Professor of Forensic Medicine at Al-Qasr Al-Ainy, presented the role of the health sector in providing quality medical services to women who have been subjected to violence through Safe Women’s Units in university hospitals and the importance of the workshop in networking with NGOs and identifying the available services, whether psychological, legal or economic support.

Mr. Ahmed Gomaa, a lawyer in the NCW’s Women's Complaints Office, also explained the beginning of the establishment of the office, and referred to the office's competencies and scope of work and its provision of psychological, legal and social support to complainants.

Colonel Amr Atallah in the Human Rights Sector of the Ministry of Interior explained that the ministry has created police entities specialized in following up on crimes of violence against women, and the majority of its employees are women in order to ensure the efficiency and adequacy of legal procedures and to provide various forms of support to the victims.

Ms. Nevin Adly, representative of the Ministry of Social Solidarity, referred to the hosting centers that receive battered women, the procedures for receiving women, the services provided, whether psychological and social support or legal advice. She also referred to the increase in the number of centers as it had reached ten centers, as well as the preparation for opening another center in Sohag Governorate.

The workshop came out with a list of recommendations, which include the need to shed light on the services provided to battered women through awareness campaigns about the services provided in the Safe Women's units in university hospitals, and the need for continued coordination and networking among all parties concerned with combating violence against women.
